The economist named the conditions for receiving two pensions at once

Candidate of Economic Sciences, Associate Professor at the Financial University under the Government of the Russian Federation Igor Balynin told who has the right to receive two pensions at once.

In conversation with aif.ru On Friday, June 5, the expert noted that military pensioners, as well as former employees of the Ministry of Internal Affairs, the FSB and a number of other law enforcement agencies, can receive two pensions at the same time. According to him, if a citizen continues to work in the civil sphere after retirement, insurance premiums are paid for him and the rights to an old-age pension are formed.

To receive a second pension, you must have at least 15 years of insurance experience, 30 retirement coefficients and reach a generally established retirement age. In 2026, men born in 1962 and women born in 1967 will be eligible for such a payment, subject to all conditions. You can apply through the Social Fund of Russia, the IFC, by mail or the Gosuslugi portal.

The expert recalled that the insurance pension is assigned as the second one without a fixed payment. At the same time, it is subject to indexation and annual August recalculation for working pensioners.

Balynin also noted that in 2026, payments to working recipients of the second pension will increase twice: after the January indexation by 7.6% and in August due to pension coefficients earned in 2025.

In addition, pensions for law enforcement agencies are indexed according to separate rules. All promotions are made automatically, without submitting applications. The second pension is paid monthly, not in a lump sum.

The day before, Balynin said that the indexation of insurance pensions of Russian citizens in 2027 and 2028 will take place in two stages. Nikolai Kolomeitsev, first deputy chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, said that Russia needs to introduce a 13th pension to strengthen social support for citizens.
