More than 650 people received social contract support in 2025
In 2025, more than 650 people received support through social contracts, while 44% of the program participants were able to get out of poverty. This was announced on June 5 by Galina Izotova, Deputy Chairman of the Accounts Chamber of the Russian Federation, in the Izvestia studio at the St. Petersburg International Economic Forum (SPIEF).
"The volume of government contracts — and this is the declarative principle — has been increased by 20% compared to 2024. 47 billion [rubles] were allocated in 2025 for this area of state support. More than 650 people have become participants in such contracts and received such support. And indeed, <...> since the first year, 75% of the participants in this support have already received additional income, and 44% have come out of poverty," she said.
The Deputy Chairman of the Accounts Chamber of the Russian Federation recalled that since 2026, participants in a special military operation have also received the right to participate in social contracts.
Nikolai Kolomeitsev, first deputy chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said on June 4 that Russia needed to introduce a 13th pension to strengthen social support for citizens. He noted that for senior citizens who do not have help from children or relatives, such a payment can become a critical financial safety cushion.
