The PSB announced the formation of a new sector of the Russian economy

As a result of the integration of the traditional defense industry, which in the current conditions is one of the drivers of Russian industry, and high—tech companies — the so—called "small" defense industry - a new sector of the economy is being formed in Russia - the military-civilian industrial complex, and for its development, players need to ensure equal access to financial resources and sales markets. This was stated by Peter Fradkov, Chairman of the PSB, speaking at the session "Integration of high technologies into the development of industrial production - an impetus for industrial growth" organized by the bank as part of SPIEF 2026.

"If we talk about activities that are not directly related to the production or financing of the State Defense Order, then there is no need to separate the defense and civilian segments. And in the same logic, financing instruments should not be separated. The defense industry enterprises are in a more limited position to attract financial resources than the enterprises of the civilian sector, and it is necessary to create a situation in which small defense industries will be integrated with the large defense industry, creating a military-civilian industrial complex in terms of access to finance and resources," said Fradkov.

According to him, such financial resources can include a wide range of mechanisms, including issuing bonds and raising funds from individuals through the placement of shares on the open market.

At the same time, when integrating high—tech companies and the traditional defense industry, it is necessary to be able to combine these sectors - there may be natural competition here, since the defense industry is also introducing its innovative developments. As a result of solving all these issues, three key state objectives will be achieved: the rapid implementation of innovative solutions in industry, an increase in R&D financing, and the capitalization of the stock market, Fradkov concluded.

The session participants also discussed the relationship of integration with technological sovereignty and the impact of regional peculiarities on the effectiveness of the integration of high-tech companies.
