The head of the PSB spoke about approaches to the innovative development of the regions

As part of the SPIEF 2026 business program, the PSB held a business breakfast on "Strategies for the Innovative Development of Regions: in search of ideas and resources." Chairman of the PSB Petr Fradkov presented two approaches to the development of regions and innovation in the country.

The first of them is related to the formation of comprehensive development strategies for the subjects of the Russian Federation, which help investors, financing organizations and startups make decisions.

"PSB operates in all regions of the country, and we see two approaches to the issue of innovative development, where our participation as a bank is important, and in general there is potential for implementing changes. First, it is extremely important to form and implement strategies for the development of regions as a whole, and not just individual projects on the territory of the subjects — it is easier for financing organizations, investors, and startups in the general context to make decisions more unambiguously. The PSB already has experience in preparing such strategies, and we are ready to join new initiatives," said Petr Fradkov.

He called the infrastructure microlevel the second approach, when financing and developing not a project, but the conditions for its implementation.

"For example, a special economic zone is both an investment project in itself and a system that stimulates the development of individual innovative projects, which may not directly benefit from the financial support of the bank. But the creation of living and working conditions, and the development of social infrastructure stimulate development and make projects pay off," said the head of the PSB.
