Full-fledged negotiations between Russia and the United States on cooperation in the Arctic will begin only after the lifting of sanctions. This was announced on June 4 by Robert Agee, head of the American Chamber of Commerce in the Russian Federation (AmCham), on the sidelines of the St. Petersburg International Economic Forum (SPIEF-2026).
"Cooperation in the Arctic, where the United States and Russia are immediate neighbors, is one of the promising areas for joint business projects. At the same time, full—fledged negotiations will begin only after reaching a peace agreement and lifting US sanctions," he said in an interview with TASS.
Agee stressed that the Arctic remains an important area for potential cooperation between the two countries.
Irina Strelnikova, Associate Professor of the Department of Foreign Regional Studies and Director of the Center for Interdisciplinary Arctic Studies at the National Research University Higher School of Economics, noted on February 9 that the United States is interested in cooperation with Russia in the Arctic and, in particular, mining projects. According to her, the conflict in Ukraine and the sanctions imposed on the Russian Federation are hindering the practical implementation of statements by the Russian and American authorities on Arctic cooperation.
