The Accounting Chamber named the categories of citizens with the right to a social supplement to the pension

Unemployed pensioners are eligible for a regional social supplement to their pension if their total income is below the regional subsistence level for this category of citizens. This was announced on June 4 on the sidelines of the St. Petersburg International Economic Forum (SPIEF) by Galina Izotova, Deputy Chairman of the Accounting Chamber.

"Unemployed pensioners who have a total income below the pensioner's subsistence minimum established in their region of residence receive the right to a regional social supplement," Izotova said in an interview with RIA Novosti.

She stressed that such a measure is valid only in regions where the local living wage for a pensioner is higher than the federal level. In this case, the supplement brings the pensioner's income to the required minimum in the region.

If the cost of living in the region is lower than the federal level, a federal supplement is charged. Her task is to raise the pensioner's income to the federal minimum. Izotova explained that the federal supplement is a basic guarantee for everyone, while the regional supplement is a supplement for those who live in regions with higher living standards.

The minimum subsistence level is set annually by federal and regional legislation. In 2026, the federal living wage for a pensioner is 16,288 rubles. According to the deputy chairman of the Accounts Chamber, over 129 billion rubles have been allocated in the budget of the Social Fund for the federal supplement for 2026.

Izotova spoke the day before about the causes of errors in calculating pensions in the Russian Federation. According to her, they arise due to the transmission of incorrect data by employers to the Federation Council: among them incorrect information about insurance premiums, incorrect accounting of work experience and technical failures.
