At the St. Petersburg International Economic Forum (SPIEF-2026), they talked about the possibilities of the Moscow Supplier Portal for entrepreneurs from different regions of the country. The resource allows businesses to participate in public procurement and sign contracts with customers remotely.
The supplier portal was created in 2013 and over the years has become one of the largest tools for government and business interaction. Today, it unites more than 400,000 suppliers, with over 90% of them representing small and medium-sized businesses.
No special knowledge or equipment is required to start working on the platform.
"To work on the portal, you only need to have a computer, an electronic signature, and a desire to work with government authorities. And subsequently, you can grow from a small businessman into a big business," said Kirill Purtov, head of the Moscow City Department for Competition Policy.
Not only legal entities, but also individuals, including individual entrepreneurs, can become suppliers. This makes it possible to expand competition and attract new market participants to fulfill government orders.
The portal provides several procurement formats. The first of these is quotation sessions, in which suppliers compete by offering the most favorable contract performance price for the customer. This mechanism allows customers to receive optimal price offers, and entrepreneurs to quickly enter the public procurement market.
The second format is purchasing according to needs. In this case, the customer formulates the requirements for the required product, work or service, after which the suppliers offer options corresponding to the stated parameters.
The third mechanism is direct purchase. It is carried out after the customer selects ready-made offers that have already been posted by entrepreneurs on the platform. This approach significantly reduces the time required for procurement procedures and accelerates the conclusion of contracts.
Currently, the portal's catalog contains more than 3.5 million unique products, works and services. About 60 thousand government customers in the regions of Russia connected to the system purchase products and services through the platform.
The high demand for the resource is also confirmed by the indicators of its daily operation. More than 1.5 thousand contracts are signed on the platform every day. Over three million transactions have been completed through the portal over the entire period of its existence.
The development of the site helps to increase the transparency of procurement procedures and expand the access of small businesses to public procurement. Entrepreneurs have the opportunity to find new clients among government agencies and organizations, and customers can choose suppliers from a wide range from all over the country.
Training programs are available on the portal for new users. Consulting services, training materials, and tools are available to novice suppliers to help them understand the specifics of participating in procurement. In addition, users are offered procurement optimization services that allow them to quickly find the necessary goods, works and services, as well as simplify the preparation of documents for participation in procedures.
Digitalization of procurement remains one of the key areas for the development of Moscow's contract system. And the Supplier Portal is one of the most successful examples of this approach, noted at the SPIEF.
