By the end of 2025, the Federal Treasury of Russia provided about 1.5 trillion rubles to the budget by managing the balance of funds on treasury accounts. Roman Artyukhin, the head of the department, told about this on June 3 in the Izvestia studio at the St. Petersburg International Economic Forum (SPIEF).

According to him, the key function of the Treasury is not only to keep records, but also to store and manage public funds until they are actually used. Artyukhin stressed that the unified treasury account, which accumulates the balances of all budgets of the country's system, has been operating since 2021.

"Accounting is one of the functions of the Treasury. What is the key function of the Treasury that everyone knows about? Who is the treasurer? Keeper. That is, the treasury is the custodian," Artyukhin explained.

The head of the service compared the department's work with the biblical parable of talents, noting that money should multiply, and not remain motionless until the moment of payments.

"Money should not be a dead weight. There is a so—called opportunity until they are used," he added.

The income generation mechanism is based on the time gap between the receipt of funds and their expenditure according to the cash plan. If payments are scheduled in a few days or weeks, the agency allocates free resources through credit institutions. Usually, the placement period is one, seven or 35 days.

Thanks to the implementation of this strategy, the Federal Treasury has taken the third place in the list of the largest administrators of federal budget revenues. The Federal Tax Service and the Federal Customs Service remain the leaders of the rating.

Artyukhin emphasized that this process is regulated by strict rules of budget legislation, which excludes any informal schemes.

"No one is spinning anything, it's out of the question, it's impossible. Our legislation is one of the most outstanding budgetary ones, it is simply impossible," the head of the department stressed.

Artyukhin reported to Russian President Vladimir Putin on March 3 that the Federal Treasury earned 1.5 trillion rubles last year. He added that digital solutions, which the head of state instructed to introduce, helped to achieve such a good result.
