Muzaev pointed out that there was no effect of shifting the dates of the Unified State Exam on exam preparation.

The new start date for the Unified State Exam (USE) in Russia will in no way affect the strategy of preparing students for exams. This was announced on June 3 by the head of Rosobrnadzor, Anzor Muzaev, in the Izvestia studio at the St. Petersburg International Economic Forum (SPIEF-2026).

Starting from 2026, the Unified State Exam will start no earlier than June 1. Muzaev noted that this will allow schools to plan exams and graduation celebrations more productively.

"The logic is for schools to calmly make last calls. <...> Due to the fact that the exam started early, sometimes everything was crumpled," he explained.

Speaking about the USE format itself, Muzaev noted that it has undergone drastic changes since its introduction, and this model is being improved to this day.

"It's not perfect because we live in a rapidly changing age. Everything is changing — technology, lifestyle, view of society, on this or that problem, in general there are such "tectonic shifts". And just "sitting" on one model, not changing anything, not improving it is stupid," he stressed.

The fact that the start of the Unified State Exam this year will be postponed to June became known on April 13. Then Muzaev clarified that the corresponding change would allow students to focus on their graduation events. The innovations, as the head of Rosobrnadzor clarified, were adopted on behalf of Russian President Vladimir Putin.
