On June 3, the Federation Council approved a law on the seizure of property of Russians located outside the country for administrative violations against the interests of the Russian Federation. The meeting was broadcast on the Federation Council's website.
The law comes into force on September 1, 2026. The authors of the initiative pointed out that after the start of the special operation, Russians abroad began to commit public acts more often that threaten the security and constitutional order of the state.
The new law covers such offenses as discrediting the Armed Forces of the Russian Federation, calls for international sanctions against the country, propaganda of Nazi paraphernalia, as well as the production or broadcast of extremist materials. In addition, assets can be seized for evading fines under these articles.
The document allows you to restrict property rights for those who are being held accountable, including blocking funds in their bank accounts. According to the approved regulations, the value of the seized assets may exceed the amount of the fine imposed by the court.
On May 26, in the second and third readings, the State Duma adopted a law allowing the seizure of property of citizens who have left Russia who have committed an administrative offense against the interests of the Russian Federation. The explanatory note states that activities directed against the interests of the Russian Federation are carried out on the territories of foreign states. At the same time, the current legislation did not provide for "preventive measures".
