Experts spoke about the consequences of increased control over cable products
Federal Law No. 126-FZ on state control over compliance with mandatory requirements for certain types of industrial products comes into force in Russia on September 1, 2026. The document gives Rosstandart the authority to supervise manufacturers and sellers, including the cable segment.
Industry experts noted on June 2 in an interview with Izvestia that the industrial products market had been developing for a long time under conditions of systemic imbalance, when unscrupulous manufacturers gained a price advantage by saving on quality and safety. This has created persistent barriers to honest business, from dumping and reputational risks to the lack of full—fledged government control until the adoption of a new law.
"The key problem was the unequal conditions of competition: bona fide manufacturers incurred the costs of certification and testing, while some market participants actually ignored these requirements, offering cheaper but unsafe products," said Dmitry Khrabrov, CEO of Russian Light.
In turn, Vladimir Kashkin, General Director of the Honest Position Association, stressed that the consequences of the turnover of low-quality cable go far beyond economic losses. Thus, a significant proportion of fires are related to faulty electrical wiring: more than 64 thousand cases were recorded during the year, resulting in the death of about 2.3 thousand people, and damage exceeded 10 billion rubles.
The new law, according to market participants, should eliminate the legal vacuum that arose after the abolition of the previous control and supervisory powers of Rosstandart in 2021, and return the system quality control mechanism. At the same time, the document does not introduce new taxes or fees, but rather changes the model of law enforcement.
For consumers, this means reducing the risks of purchasing unsafe products, for a bona fide business, leveling competitive conditions, and for distributors, a more transparent supplier verification system. Experts agree that the effectiveness of the reform will depend on the practical application of the new powers and the interaction of all market participants.
Chairman of the State Duma Vyacheslav Volodin spoke on June 1 about the laws coming into force in June. The order on joint leave for native military personnel begins to operate on June 5. Also, from this date, laws on the possibility of involving the Armed Forces of the Russian Federation to protect citizens from persecution abroad and on the prevention of offenses with an emphasis on historical truth and the performance of military duty will come into force.
