The expert called for the development of a new approach to climate risk assessment
Russia needs to rethink its approach to assessing climate risks. Ilya Ponomarev, head of the Commission for public control of the Public Council under the Ministry of Construction of Russia, stated this in an interview with Izvestia, noting that the emergencies taking place in the country are accompanied by instructions from the authorities, but the systemic response does not change.
In the USSR, there was a special set of building regulations, "Construction Climatology," which calculated extreme loads and risk zones throughout the country, the expert recalled. And this system of natural risk prevention and accounting was one of the most developed in the world. However, "everything that formed the basis of spatial risk analysis was declared a "pseudoscience" and removed under the pretext of removing administrative barriers," so today this practice is lost.
The work on climate risk assessment is currently being carried out by municipalities, which, according to the expert, often do not have the necessary resources and personnel. In this regard, Russia needs a new edition of "Building Climatology", taking into account new technological capabilities and up-to-date data, taking into account the significantly changed climate.
"It is necessary to create a digital twin of the country in dynamics — an interactive system that brings together maps of dangerous geological processes (karst, landslides, seismics) and climatological risks (floods, winds, droughts). This should become the initial data for the placement of any facilities — even before the construction stage," Ponomarev urged.
The new document should not exist in paper form, but as a live interactive monitoring system, which will allow the design of facilities that will not suffer from emergencies, he concluded.
