The State Duma proposed to pay for heating according to meter readings
On June 2, the leader of the Fair Russia party and the head of the Duma faction, Sergei Mironov, proposed amendments to the Housing Code of the Russian Federation so that residents of apartment buildings could pay for heating solely according to individual meter readings, regardless of the decisions of general meetings of owners and authorities of the constituent entities of the Russian Federation.
"The bill proposes to remedy this situation and establish the right of citizens to pay for communal heating services based on the readings of individual metering devices, regardless of the decisions of general meetings of owners of premises in apartment buildings and decisions of state authorities of the constituent entities of the Russian Federation," says an explanatory note to the draft, the contents of which are cited by RIA Novosti.
Mironov explained that the current system for calculating heating fees takes into account many factors, including decisions by owners and regional regulations. In his opinion, this creates unjustified difficulties for citizens.
Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on May 19 that after planned hot water shutdowns, the bill for housing and communal services should be at least a third lower. Koshelev clarified that during the planned outages for two weeks, the recalculation will already be included in the tariff and calculated automatically.
