Labeling of hygiene products will begin in Russia on September 1.
The Russian government has approved mandatory labeling of toothbrushes, washcloths, napkins and other hygiene products. From September 1, participants in the turnover must register in the Honest Sign system, and from October 1, the application of codes on products will start. This was announced on June 2 by the press service of the Center for the Development of Advanced Technologies (CRPT).
"The labeling will cover new products in the category of hygiene products, including toothbrushes, napkins, cotton pads, washcloths and sponges. A corresponding government decree has been signed. From September 1, turnover participants must register in the Honest Sign system, and product coding starts on October 1," RIA Novosti quoted the press service as saying.
The innovation covers a wide range of hygiene products: paper towels, handkerchiefs, cotton swabs, dental floss, combs, tweezers, hairbrushes, shaving brushes, pumice stones, massage devices, manicure sets and other accessories.
The resolution was amended after the dialogue between the Ministry of Industry and Trade and the industry: a single deadline for the introduction of instant traceability for cosmetics, household chemicals and shaving products is set for 2030. The deadline for labeling the remains of shaving products has been postponed from December 2026 to February 2027, while the deadline for transmitting sales information through cash registers has been postponed. The CRPT noted that this would give businesses time to prepare and avoid problems during the New Year's Eve season.
The requirements were initiated by a voluntary free experiment from September 25, 2025 to August 31, 2026. It was attended by more than 360 companies that received 25 million labeling codes and tested the application on products in consumer and group packaging.
It is noted that the phased introduction of the rules implies a ban on the turnover of unmarked goods — residues that were put into circulation before the start of the requirements, starting in October 2027. At the same time, the mandatory transfer of information to the system about retail sales through the cash registers will begin.
The press service of the national Honest Sign system reported on April 21 that State Duma deputies at the plenary session adopted in the second and third readings a bill on automatic fines for the sale of expired goods and illegal tobacco products. If the volume of illegal goods does not exceed 100 units, the fine will amount to 5,000 rubles. When selling from 101 to 1000 units, the penalty will increase to 50 thousand rubles.
