In 2025, 22.2 thousand minors in Russia participated in crimes, of which 16.3 thousand were students. This is stated in the concept for the development of a system for the prevention of neglect and juvenile delinquency for the period up to 2036.

According to the concept, in 2025, 29.1 thousand crimes were committed by minors and with their complicity, including 6.2 thousand especially serious ones. In recent years, the number of teenagers involved in terrorist crimes has increased from 30 (in 2022) to 249 (in 2025), as well as in extremist activities from 87 (in 2022) to 142 (in 2025).

The document notes that, given the increasing influence of unfriendly countries on Russian youth, it is especially important to develop preventive measures aimed at preventing the involvement of minors in illegal activities.
