The Kiev authorities decided to give a new quality to the conflict with their deliberate crimes against children in Starobilsk and Genichesk. This was stated by President Vladimir Putin on June 1 at a meeting on the investigation of the terrorist attack in Starobilsk. The strike was deliberate, as indicated by the Starlink antennas installed on the drones. Moreover, the threat of repeated attacks arose 15 more times while the 45-hour rescue operation was underway. When striking, the Ukrainian Armed Forces use UAVs manufactured by Ukraine and NATO countries, the head of the Investigative Committee of the Russian Federation emphasized. Robert Brovdi, commander of the Armed Forces of Ukraine's unmanned systems forces, and several other commanders of the Armed Forces of Ukraine have been charged with the attack on the college, the Prosecutor General added.

How do the victims in Starobilsk feel?

On the evening of June 1, Vladimir Putin held a meeting to investigate the Ukrainian Armed Forces attack in Starobilsk, which claimed the lives of 21 teenagers. Prosecutor General Alexander Gutsan, Deputy Prime Minister Tatyana Golikova, head of the Investigative Committee Alexander Bastrykin, and leaders of the LPR Leonid Pasechnik and the Starobilsk municipal District of the LPR Vladimir Chernev arrived in the Kremlin. Vladimir Putin expressed his condolences to the families who lost their children and grandchildren. He instructed to pay maximum attention to every family facing a tragedy. At the same time, according to him, college students must complete the academic year, and graduates must receive diplomas.

— Deliberately committing the most serious crimes against children and adolescents at the pedagogical college in Starobilsk, right now in Genichesk (the day before, the authorities of the Kherson region reported the death of one child and the wounding of 11 civilians in this city. The Kiev elite decided to open a new page in the series of their crimes and give a new quality to the conflict as a whole. It's their choice," the Russian leader said.

According to him, the punishment of those responsible for the attack on the college in Starobilsk will be inevitable.

Separately, the president asked to report on how payments and compensations are being made to the injured, how the treatment and rehabilitation of the wounded are going. The Social Fund, if necessary, will provide additional support to the families of the victims at the college in Starobilsk, Tatyana Golikova said. Of the 21 dead, 3 were boys and 18 were girls. 7 people remain in the hospital, and almost everything is on the mend. The victims in need of rehabilitation will receive appropriate assistance in federal centers, Tatiana Golikova promised.

— One guy, Maxim Kopylov, born in 2007, is in extremely serious condition, he has been under the rubble for a long time, his leg was amputated, his lungs did not open, unfortunately, to transport him to Moscow in order to receive better qualified care, while there is no opportunity, doctors do not allow this, — Leonid Pasechnik told the story.

The head of the LPR is confident that the college in Starobilsk, which was attacked by the Ukrainian Armed Forces, must be restored. In total, according to Alexander Bastrykin, more than 2 thousand educational facilities have been attacked by the Ukrainian Armed Forces since 2014.

Who is to blame for the attack on the college

The rescue operation lasted 45 hours, with the threat of repeated attacks occurring 15 more times. According to the head of the LPR, the drones of the Ukrainian side defiantly flew over the already destroyed facility.

"It was either frightening or... the threat was real, so rescue operations were stopped," he said.

According to Pasechnik, the Ukrainian Armed Forces used 16 drones to attack the college in Starobilsk. Alexander Bastrykin added that seven UAV engines have now been found and seized at the scene. The found fragments of Ukrainian-made UAVs are used to manufacture such types of vehicles as Fire Point-1, Fire Point-2 and Zhuravets, capable of carrying a warhead weighing up to 120 kg each. Fragments of ammunition, striking elements, as well as fragments of the Starlink antenna were also found, which indicate the premeditation of this strike on Starobilsk College.

— We have established that during strikes on the territory of Russia, these are UAVs "Fierce", "Beaver", "Chaika", "Leopard", "Flamingo" — these are UAVs of Ukrainian production. At the same time, we have documented the use of the UAV model "Lord" (Switzerland), "Sticker" (Australia) and other foreign-made reconnaissance UAVs. At the sites of their falls and explosions, where investigative actions were carried out, there are components from NATO countries.: The United States, Great Britain, Germany, Italy, the Czech Republic, Turkey and the Baltic countries," said Alexander Bastrykin.

The Investigative Committee found that the launch of the UAV at Starobilsk College was carried out from the territory of the Kharkiv region by military personnel of the 414th separate brigade of the Armed Forces of Ukraine "Birds of Magyar" under the command of Andrei Klimenko. The investigation is taking all measures to expose the organizers and perpetrators of the massacre, and the operation of air defense and warning systems will also be checked, Prosecutor General Alexander Gutsan promised.

Klimenko, Robert Brovdi, commander of the Armed Forces of Ukraine's unmanned systems forces, and Oleg Ivashchenko, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, have been charged in the case of the attack on a college in Starobilsk. They are on the international wanted list.

"All of them should receive the punishment they deserve, and it will be inevitable,— the president warned.

According to Bogdan Bezpalko, a member of the Council on Interethnic Relations under the President of the Russian Federation, on the one hand, Ukraine is trying to avoid negotiations with Russia with such attacks. On the other hand, it demonstrates Kiev's weakness.

— Although the pace of the offensive has apparently decreased in the Russian Armed Forces over the past month, we have still liberated 232 square kilometers. Despite the fact that even the Novorossiya highway is being hit by UAVs, the enemy continues to roll back to the West anyway. That is, it is essentially a weapon of terror," Bezpalko said.

According to him, Ukraine will still be forced to reach a peace agreement, and within its framework it will be possible to demand the extradition of those responsible for the terrorist attack in Starobilsk. There were no questions about potential negotiations with Ukraine against the background of the tragedy in the open part, however, Vladimir Putin continued the meeting on the investigation of the terrorist attack in Starobilsk behind closed doors.
