The Baltic states — Estonia, Latvia and Lithuania — refused to negotiate on Russia's complaint of infringement of the rights of Russian speakers in the International Court of Justice of the United Nations (UN). This was announced on May 31 by the official representative of the Russian Foreign Ministry, Maria Zakharova.

The diplomat, commenting on the course of the case to RIA Novosti, noted "the refusal of negotiations, the unconstructive reaction of the Baltic countries to the just claims of the Russian side."
