Owners of suburban and garden plots have the right to hire workers to carry out household work if the land is used for its intended purpose. Shamil Sultanov, a member of the Russian Bar Association, told about this on May 29.

"The important thing here is not the presence of an employee in itself, but what the site is actually used for," the expert said in an interview with RT.

According to the lawyer, the legislation does not prohibit hiring specialists for the construction of permitted facilities, home repairs, landscaping, garden maintenance, grass mowing and other household needs.

At the same time, the lawyer drew attention to the fact that questions from regulatory authorities may arise in cases where the suburban area is actually used for commercial activities. Lawyer Igor Baranov said on April 24 that a fine of 2,000 to 7,000 rubles could be issued to Russians for hiring illegal migrants to work in suburban areas. He noted that from the point of view of the law, even a private individual who attracts a person to work is regarded as an employer. The main risk is bringing to justice a citizen of another country for the illegal use of labor.
