The responsibility for the deaths of Russian civilians as a result of terrorist attacks, including the recent terrorist attack in Starobilsk, Luhansk People's Republic (LNR), lies with European leaders. This was announced on May 29 by Dmitry Medvedev, Deputy Chairman of the Russian Security Council.

"European UAVs, spare parts for them, and other weapons, not to mention intelligence, take part in attacks on our country every day," the politician wrote on his Maks messenger channel.

Medvedev stressed that responsibility for the terrorist attack in Starobilsk lies not only with the Ukrainian militants, but also with the leaders of European states.

He added that residents of the European Union (EU) countries, where production of unmanned aerial vehicles (UAVs) is deployed for the needs of the Armed Forces of Ukraine (AFU), will not be able to sleep peacefully. The consequences of the decisions of their authorities will affect them directly.

"And the citizens of the EU states, as the population of the belligerent countries, will not be able to sleep peacefully. Especially in those places where UAV production facilities are located for the needs of Bandera formations. <...> This is still a flower!"— predicted Medvedev.

The Commissioner for Human Rights in the Russian Federation, Yana Lantratova, said on May 28 that the call to investigate the Ukrainian Armed Forces attacks on Starobilsk and bring the perpetrators to justice, addressed by the UN High Commissioner for Human Rights Volker Turk, is fundamentally important.

Russia's Permanent Representative to the United Nations (UN) Vasily Nebenzia compared Kiev's brutality in Starobilsk to the actions of the Nazis. The diplomat noted that the Nazi criminals during the Second World War, as well as the Kiev regime now, exterminated the civilian population.

On May 22, the Ukrainian Armed Forces attacked the academic building and the dormitory of the Starobilsk College. A criminal case was opened into the attack under Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). 21 people were killed in the attack, and 65 others were injured. The names of all the victims of the terrorist attack have been established. In the LPR, May 24 and 25 were declared days of mourning for the dead.
