The Ministry of Transport of the Russian Federation has filed a lawsuit with the Moscow Arbitration Court against the state-owned Russian Highways company (Avtodor) for the recovery of about 324 million rubles.
According to RIA Novosti, the lawsuit was filed in court on May 25 and has not yet been accepted for consideration. The plaintiff requests that the Accounting Chamber of the Russian Federation be involved in the case as a third party. The grounds for the claims are not specified.
Avtodor state-owned company is engaged in the design, construction and management of toll roads in Russia. Its trust management includes the M-1 Belarus, M-4 Don, M-3 Ukraine, M-11 Neva, M-12 Vostok, A-289 (from Krasnodar to the Crimean Bridge) and the Central Ring Road.
As reported on April 9, the government of the Russian Federation published a new version of the program of activities of the state-owned Avtodor company for the period from 2026 to 2030. It follows from the document that the total amount of financing for the construction and reconstruction of roads has been increased from 832 billion rubles to 1.05 trillion rubles. Thus, the amount of allocated funds will increase by 173 billion rubles.
In January, the head of Avtodor, Vyacheslav Petushenko, said that by the end of 2025, the toll collection amounted to 140 billion rubles. The number of passes through Avtodor's toll highway network in 2025 amounted to 397 million, which is higher than in 2024, when 379 million passes were recorded.
