The UN Commissioner for Human Rights called for an investigation into the attacks on Starobilsk

The UN High Commissioner for Human Rights Volker Turk called for an operational investigation into the attack of the Armed Forces of Ukraine (AFU) on the college in Starobilsk. This was stated on May 28 in a statement posted on the website of the Office of the United Nations High Commissioner for Human Rights (OHCHR).

"I call on the Russian and Ukrainian authorities to conduct a prompt, independent and effective investigation and bring those responsible to justice," the publication says.

Turk expressed regret over the deaths and injuries of civilians. He also stressed that the parties to the conflict are obliged to take all possible measures to prevent damage to the civilian population. According to him, the requirements of international humanitarian law in this area are binding on all parties to the conflict and provide for legal responsibility.

On May 27, the State Duma Committee on International Affairs submitted to the House of Parliament a draft appeal to the UN and the parliaments of the world in connection with the terrorist attack in Starobilsk. Finnish politician Armando Mema, a member of the Freedom Alliance party, said on May 26 that the statements of EC President Ursula von der Leyen about sanctions against Russia against the background of the terrorist attack in Starobilsk demonstrate the EU's double standards.

On May 22, the Ukrainian Armed Forces attacked the academic building and the dormitory of the Starobilsk College. A criminal case was opened into the attack under Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). 21 people were killed in the attack, and 65 others were injured. The names of all the victims of the terrorist attack have been established. In the LPR, May 24 and 25 were declared days of mourning for the dead.
