The active phase of construction of the first nuclear power plant (NPP) in Kazakhstan will begin in 2027, so that by the mid–2030s the facility would have already been commissioned. This was announced on May 27 by the head of Rosatom, Alexei Likhachev.
"We assume that we will begin the turnaround of the construction and installation base next year. At the same time, the preparation of the necessary technical documentation and project documentation for obtaining a license will begin. And starting in 2027, active construction will begin," he told reporters in Astana.
The head of Rosatom stressed that the pace of construction depends on the decisions of the Kazakh leadership, and the main parameters of the project implementation will be determined by the government of the country and the Atomic Energy Agency.
The Russian corporation plans to start laying the first concrete as soon as possible. In order for the project to be operational by the 2030s, the NPP facilities will be commissioned in stages, with an interval of 8-10 months between the first and second units, Likhachev said.
In a conversation with Izvestia columnist Viktor Sineok, Likhachev noted that two intergovernmental agreements had been prepared for the visit of Russian President Vladimir Putin to Kazakhstan concerning the creation of the first nuclear power plant in the country. The Russian leader arrived in Kazakhstan on May 27 on a state visit.
Also on May 15, Likhachev clarified that the Balkhash NPP in Kazakhstan would be built on the basis of Russian technologies, while Rosatom would become the key vendor of the entire project. He noted that a project of this scale almost always requires intergovernmental agreements, as well as commercial and contractual obligations.
