The State Duma rejected the bill on punishment for illegal fines from cameras

At a plenary session on May 27, the State Duma rejected a draft law that proposed to impose administrative liability on officials for illegal fines for car owners imposed with the help of video surveillance cameras. The document is published on the website of the lower house of Parliament.

The draft provides for a fine in the amount of a fine issued to the driver, but not less than 5 thousand rubles, for inspectors for issuing rulings if it is obvious from the photo and video materials that the driver did not commit a violation. For example, when the camera captures someone else's car, the car is driving a tow truck, or the violation is caused by the shadow of the car.

The bill was introduced at the end of October last year by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, with a group of deputies. As the parliamentarian noted, it is often easier for a driver to pay an erroneous fine than to challenge it.

The State Duma Committee on State Building and Legislation gave a negative review to the bill. He pointed out that the amendments proposed by the draft law are inappropriate for a number of reasons, including the fact that officials of the internal affairs bodies are already being held accountable for illegal actions, depending on the circumstances. The Federation Council Committee on Defense and Security and the Federation Council Committee on Constitutional Legislation and State Building did not support the concept of the bill.
