The order on the rating of driving schools in Russia has entered into force
The order of the Ministry of Internal Affairs of the Russian Federation, which provides for the creation of a rating of the effectiveness of driving schools in terms of accidents and exam success, entered into force in Russia on May 28. The document approving the list of indicators and criteria for evaluating the effectiveness of such organizations has been published on the portal pravo.gov.ru . It is assumed that the rating, which will be published in the public domain, will become a guideline for people when choosing an educational institution.
Among the specific criteria for evaluating effectiveness: the proportion of graduates from the total number in a particular driving school who successfully passed theory/ practice on the first attempt; the proportion of theoretical and practical exams that graduates failed; accident rates due to traffic violations by graduates of driving schools with up to two years of driving experience (taking into account the number of accidents in which they died or were injured injured people, per 1,000 graduates).
Indicators of the results of the assessment of driving schools should be formed by the Ministry of Internal Affairs of the Russian Federation once a year no later than February 15 of the year following the reporting year. The information must be posted on the website of the State Traffic Inspectorate within 10 days after the deadline. As indicated in the draft order, it is planned to "start evaluating the effectiveness of driving schools with reports for 2027."
As noted by the chairman of the State Duma Vyacheslav Volodin, the law will help improve the quality of training for novice drivers and help reduce accidents on the roads.
On May 21, the Russian government approved an action plan for the implementation of a Strategy to improve road safety for the period up to 2030 and for the future up to 2036. The plan contains more than 260 events. The main goal of the strategy is to reduce road deaths by one and a half times by 2030 and by two times by 2036 (compared to the level of 2023).
