The State Duma proposed to fine for garbage containers on the roadway
A bill has been submitted to the State Duma, which proposes to establish administrative liability for obstructing traffic by illegally placing containers for collecting household and construction debris on the road. The document was published on the website of the lower house of Parliament on May 26.
The authors of the bill propose to supplement Article 12.33 of the Administrative Code, which prescribes liability for damage to roads, railway crossings or other road structures or technical means of organizing traffic, which poses a threat to road safety (as well as intentional interference with traffic), including by polluting the road surface. The fine is 5-10 thousand rubles for citizens, 25 thousand rubles for officials and 300 thousand rubles for legal entities.
According to the document developed by the deputies, an administrative fine will also be provided "in case of interference with traffic in violation of established requirements when containers for collecting household and (or) construction debris are placed on the carriageway," the explanatory note says.
"Very often, containers for collecting household and (or) construction debris that do not have any identification marks are illegally placed on the carriageway, creating obstacles to the movement of vehicles and a threat to road safety. It is not possible to remove such containers from the road on their own due to their large size," the parliamentarians explained.
Earlier, on May 22, it was reported that the State Duma Committee on State Construction recommended rejecting the draft law on the transfer of powers to the regions to independently record several dozen traffic violations without the participation of the State Traffic Inspectorate.
