The problem of defrauded shareholders remains in the Omsk region, and the authorities must finally resolve this issue. Vladimir Putin said this on May 25 at a meeting with the head of the region, Vitaly Khotsenko. The governor promised to keep the situation under control, and in recent years the region has been gradually increasing the pace of housing commissioning. Other topics include the fate of the Angara rocket, whose production was moved to Omsk, and preparations for the upcoming Russia—Kazakhstan forum.

What was discussed at the meeting

In the last six years, the region has been growing in terms of the number of housing units commissioned. By the end of 2025, almost 920 thousand square meters were put into operation in the region, which is 6% more than a year earlier. At the same time, the problem of defrauded shareholders remains relevant in the Omsk region. The region is already looking for various solutions, for example, it provides land to investors who build housing and transfer part of the apartments to shareholders. Vitaliy Khotsenko stressed that he keeps the solution of the problem under personal control. "Don't give up on this, bring it to the end," Vladimir Putin instructed.

The assembly of the Angara rocket has begun in the region: at the beginning of the year, Roscosmos decided to transfer the production of these launch vehicles from Moscow to the Omsk site of the Polet production association in order to reduce production costs. The President recommended that the governor pay attention to the personnel issue for the sake of future expansion of production. The authorities are already working in this area — 3.5 thousand people are employed in the space industry, and about 1.5 thousand more specialists will need to be attracted. "We understand that few of them will move from Moscow, we need to cook on the spot," said Vitaly Khotsenko.

The region's GRP has been growing over the past two years: by 4% in 2024 and by 0.7% in 2025. As a result, the region exceeded the target of 1.5 trillion rubles. There is also a good groundwork in the agricultural sector: in 2025, farmers harvested more than 4 million tons of grain. In the autumn-winter period, the region will become self—sufficient in vegetables and herbs from 57% to 76%, including thanks to the first greenhouse complex on 20 hectares, which will be commissioned in late 2026 and early 2027. Industrial production is also increasing — last year the Omsk region took the first place in Siberia. "We are twice as fast as the average Russian growth rate in both industry and manufacturing," the governor said.

Vladimir Putin promised to discuss with Kazakh leader Kassym-Jomart Tokayev joint participation in the forum of interregional cooperation between Russia and Kazakhstan this year. In 2026, the Omsk Region will become a venue for the Forum of regions for the third time. The President himself will pay a state visit to Kazakhstan on May 27-29.
