The program of the International Forum of Unmanned Vehicles of all Environments "Wings of Sakhalin", which will be held on July 3-4 in the Sakhalin region, was presented in Moscow. The forum will bring together leading experts, government and business representatives to discuss and demonstrate technologies that ensure technological sovereignty and security throughout Russia.
The forum will discuss key areas of development of unmanned technologies and their integration into the economy, security issues and international cooperation. The participants will review Russian and foreign experience in implementing innovations, as well as tasks related to personnel training and the creation of modern infrastructure for unmanned aircraft.
"The Wings of Sakhalin International Forum is a key platform for demonstrating advanced solutions in the field of unmanned robotic systems. This year, the main focus is on the practical application of UAVs, the integration of air, land and sea complexes, as well as the introduction of a unified identification and monitoring system based on ERA-GLONASS. In addition, we will demonstrate the GEOCOSMOS communication system project from ZALA. We are not only discussing the prospects for the development of the industry, but also showing real results: reducing the area of forest fires by 40 times, preventing floods, introducing emergency logistics and creating a unified transport network in the region," said Valery Limarenko, Governor of the Sakhalin Region, at a press conference dedicated to the forum.
The central event of the Forum will be the plenary session "Sakhalin — an international testing ground for unmanned technologies: from a regional experiment to a global technological partnership." During the discussion, the implementation of the national project "Unmanned Aircraft Systems", the export potential of Russian solutions, a unified identification system for civilian drones based on ERA-GLONASS and the concept of a "digital sky" for business will be discussed.
"We have already created a domestic industry of unmanned aircraft systems, which has significant production and technological potential in both civilian and special areas. Now our main task is to implement existing developments on a large scale and effectively in all areas of the national economy, taking into account the economic efficiency of the selected application scenarios. Sakhalin's unique geography and the active support of the regional government make the island region an ideal platform for developing complex multi—environment scenarios — combining air, water and land vehicles - and for scaling best practices to other territories. Forums such as the Wings of Sakhalin serve as key platforms for technology demonstrations, testing solutions in real conditions, and developing a regulatory and methodological framework for further industry development," said Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation.
Special attention will be paid to the replication of Russian standards for the identification and control of drones in the BRICS and SCO countries, the adaptation of technologies to extreme climatic conditions, and the formation of unified approaches to UAS certification.
"Sakhalin and the first Russian Pushisty drone port, as the Sakhalin Wings site, have become an effective and unique testing ground for developing a unified system for identifying drones in all environments based on ERA-GLONASS, created on behalf of the President of the Russian Federation. Thanks to testing at the first forum, such a platform was launched in Russia in less than a year. From March 1, civilian unmanned aircraft will be connected to the unified system. Transparency of flights for the state and regions helps to mitigate enforced regional bans and expand the geography of flights. The same system is used to assess the technological maturity of all 100 connected unmanned trucks, whose accident-free mileage has exceeded 17 million km today. On Sakhalin, using GEOCOSMOS technologies, hybrid communications, and the ERA-GLONASS state information system, we are simultaneously testing the identification of aircraft carriers and unmanned water boats, as well as ground-based robotic complexes. This year, at the forum, we will present a new development of the Russian equivalent of DroneID — for detecting drone data outside of areas where there is no cellular connection. The proactive position of Sakhalin's management and joint work with leading Russian companies will accelerate the transition from experiments to industrial applications of unmanned vehicles in the Far East and throughout Russia," said Sergey Kukarev, Director of Aviation and UAS Projects at GLONASS.
In addition, the forum will consider the role of unmanned systems in the development of logistics corridors, the creation of digital twins of territories and the transfer of best practices between regions and partner countries.
"Wings of Sakhalin is an international event. Unmanned technologies are becoming one of the key areas of technological cooperation, but any level achieved in this environment becomes obsolete in a few months if you do not actively move forward. Over the past six months, together with the Scientific Center of the Ministry of Transport, we have compiled a map of technological sovereignty in transport technologies, where we have identified about 400 technologies, five models by type of transport, and 27 end—to-end technologies that work simultaneously in all directions. Of these, 12-15 are needed today. Krylia Sakhalina creates an environment where important decisions are made quickly, and technologies are tested in real interaction. This is the formula for productive cooperation," said Andrey Siling, Deputy General Director of the Agency for Strategic Initiatives for the Promotion of New Projects, Executive Director of the National Technology Initiative Platform.
The program also includes a discussion of comprehensive anti—drone protection of infrastructure facilities, monitoring of critical facilities and the environment using UAVs and artificial intelligence, prospects for the development of small aircraft, including issues of airfield infrastructure, regional flights and the popularization of aviation tourism.
"At the Wings of Sakhalin forum, a project for the deployment of the GEOCOSMOS network in the island region will be presented. GEOCOSMOS is a hybrid terrestrial infrastructure that combines the capabilities of satellite communications and a self—sufficient terrestrial network. The system has been under development for more than 10 years, has been in operation in several regions of Russia for two years and proves its effectiveness in real conditions on a daily basis, including with complete suppression of satellite constellation and mobile communications signals. The developer of the GEOCOSMOS system, ZALA, is ready to deploy the network throughout the country, as part of the national project "Unmanned Aircraft Systems", after making key decisions," said Sergey Lustarnov, Deputy General Director of JSC ZALA AERO.
The business program will be attended by representatives of government authorities, including the countries of the Asia-Pacific region and the BRICS Plus/Outreach format, business, the scientific community, development institutions, as well as leading industry experts.
In addition, the forum will include a competition for the Sakhalin Region Governor's Cup in practical logistics, sports competitions in drone racing, the Take Off festival and a visiting meeting of the NPC Council on multi-environment scenarios for the use of unmanned systems.
The Wings of Sakhalin International Forum will be organized at the Sakhalin Expo site, located at the Fluffy droneport, with the support of the Roscongress Foundation.
The event will be held as a visiting venue of the Eastern Economic Forum. The International Forum "Islands of Sustainable Development: Climate and Ecology" will be held here on July 29-30, and the 30th International Far Eastern Energy Forum "Sakhalin Energy" will be held on July 30-31. Both events will also be held in the status of the WEF visiting venue.
The XI Eastern Economic Forum will be held on September 1-4 in Vladivostok. The WEF is organized by the Roscongress Foundation with the support of the Government of the Russian Federation.
