Russia has requested an emergency meeting of the UN Security Council in connection with the deliberate attack by the Armed Forces of Ukraine (AFU) on a dormitory in Starobilsk, Luhansk People's Republic (LNR). This was announced on May 22 by Russia's Permanent representative to the world organization Vasily Nebenzya.

On the morning of May 22, it became known about the strikes carried out by the Armed Forces of Ukraine on the facilities of the Lugansk State Pedagogical University in Starobilsk. 35 casualties were reported. As a result of the incident, a criminal case was opened in the Investigative Committee of the Russian Federation in accordance with Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). It was noted that up to 18 people could be under the rubble. The same number of families are now waiting for the results of the rescue operation. Search operations have already resumed after being suspended due to the repeated threat of a drone attack.
