The Russian government has approved a plan to improve road safety

The Russian government has approved an action plan for the implementation of a Strategy to improve road safety for the period up to 2030 and for the future up to 2036. As reported on the website on May 21, the order on its approval was signed by Prime Minister Mikhail Mishustin.

The plan contains more than 260 events. Special attention will be paid to the expansion of the backbone network and the modernization of infrastructure: it is planned to build bypasses of settlements in order to relieve cities of transit traffic and optimize logistics routes. Another area of work was the increase in the number of lanes on highways, the construction of interchanges and above-ground pedestrian crossings, including over railway tracks.

It is planned to relaunch the National Vehicle Safety Assessment Rating (RuNCAP) in 2027-2030. His information can be used, among other things, to promote the safest cars on the market and organize public procurement.

By 2027, the issue of including necessary actions in road accidents in driver training programs should be worked out in driving schools. These include issuing an electronic notification of an accident, photographing its circumstances and practicing practical first aid skills.

In 2026-2028, four-lane roads will be equipped with oncoming traffic separation devices, regardless of their category. When certain sections of federal highways are expanded from two to four lanes, it is also planned to install oncoming traffic separation devices, in total, 250 km of such highways will be equipped with them by 2030.

Another area will be the construction of infrastructure for users of electric scooters, electric bicycles and other means of individual mobility (SIM). In 2026, it is planned to approve regional infrastructure development plans for SIM and their integration into urban transport systems. By 2028, the Ministry of Internal Affairs and the Ministry of Transport will ensure the state registration of SIM cards with the installation of license plates, the cabinet said. By 2030, it is planned to resolve the issue of mandatory labeling of SIM cards confirming their compliance with established safety requirements.

To improve road safety, it is planned to introduce modern digital tools, including artificial intelligence technologies, to identify potentially dangerous sections of roads.

In November last year, Russian President Vladimir Putin signed a decree "Approving the Strategy for Improving Road Safety in the Russian Federation for the period up to 2030 and for the future up to 2036."
