In 2026, the Russian Ministry of Transport, together with the regional authorities, plans to approve infrastructure development plans for personal mobility equipment (IMS). This is stated on May 21 in the approved action plan for the implementation of the Strategy for Improving Road Safety for the period up to 2030 and the future up to 2036.
"As early as 2026, it is planned to approve regional infrastructure development plans for SIM and their integration into urban transport systems. The Ministry of Transport and the regional authorities will solve this task," the document says.
In addition, by 2028, the Ministry of Internal Affairs and the Ministry of Transport intend to ensure state registration of SIM cards through the installation of license plates on them. Further, by 2030, the issue of mandatory labeling of personal mobility aids should be fully resolved, which will confirm that they meet the established safety requirements.
The Moscow Department of Transport announced on April 21 that the number of data center cameras recording violations of SIM users in the capital has increased to 375 units. It was noted that data center cameras use neural networks to detect 67 types of violations, including from SIM users.
In addition, the Moscow Department of Transport, together with the Ministry of Transport of the Russian Federation, are working on amendments to the legislation, according to which heavy electric scooters and bicycles will be prohibited from moving on sidewalks. As noted on April 2, the metropolitan authorities are going to transfer information about traffic violations by couriers on electric scooters and electric bicycles to courier services and the State Traffic Inspectorate.
