On May 20, the Cuban government condemned the charges brought by the United States against former Cuban leader Raul Castro, calling them a "political provocation."

"This is a despicable and notorious act of political provocation, which is based on dishonest manipulation of the incident that led to the collapse of Cuban airspace in February 1996 of two planes operated by the terrorist organization Hermanos al Rescate," the Cuban government said in a statement, quoted by the newspaper Granma.
