Taxi passengers will be able to check the legality of the carrier that came to them. This was announced by Alexander Kislyakov, Director of the Situation Center of the Ministry of Transport of the Russian Federation, at the CIPR-2026 exhibition. According to him, it is expected that such an opportunity will appear this year and will be implemented on the platform of the national messenger — it is planned to integrate it with the taxi registry.
"Probably, this year we are going to carry out the appropriate integration with the messenger. So that our passengers, citizens, could take a picture of the state number before boarding the vehicle or type it into the Maks messenger and immediately receive an answer: legal carrier or not," TASS quoted Alexander Kislyakov as saying.
He noted that this innovation should improve the safety of passenger transportation by taxi.
We need a "Complain" button
Passengers can still check whether the carrier who took their order is legal, says Stanislav Shvagerus, head of the competence center of the International Eurasian Taxi Forum. To do this, you need to log into the FGIS Taxi and enter the number of the car that arrived, he said. However, this procedure is not very convenient and fast for passengers, the expert emphasized. At the same time, in the regions, even ordering a taxi through an aggregator, of which there are more than 1.3 thousand in Russia, is not a guarantee that a legal carrier will arrive, he notes.
— The opportunity to quickly check the legality of the carrier using the national messenger is the right initiative. In fact, in addition to government control over the taxi industry, there is also so-called consumer control by the passenger. This, in theory, should contribute to the "whitewashing" of the taxi market and improve transportation safety, Stanislav Shvagerus told Izvestia.
It is not enough to simply notify a passenger that an illegal carrier has arrived, says the head of the competence center of the International Eurasian Taxi Forum. It is necessary that this information is also sent to the regulatory authorities, he is sure.
— It is necessary that if an illegal taxi driver arrives to a passenger, there should be a conditional "Complain" button in the application, by clicking on which a person could automatically send information about such a "bomb" to the appropriate authorities. This is a logical further development of the system," Stanislav Schwagerus believes.
At the same time, the question remains what the regulatory authorities will do with this information, the expert notes. According to him, in a number of regions, only one or two employees deal with taxi issues. They simply will not be able to physically respond promptly to all the signals about illegal immigrants, the Izvestia interlocutor believes.
Checks are not the passengers' task
Taxi ordering services are required by law to transfer orders only to legal carriers that have a valid permit and are listed in the relevant regional registers, said Irina Zaripova, a member of the Public Council under the Ministry of Transport of the Russian Federation, Chairman of the Public Council for Taxi Development. However, not all trips are made exclusively through applications, she emphasizes. Carriers, with the exception of the self—employed, can work without the involvement of aggregators - for example, they can independently search for passengers at train stations, airports or in places of high demand, the expert noted.
— It is in such situations that the possibility of a quick check of the legality of a taxi car becomes especially relevant for the passenger. For example, if a person is offered a ride at an airport or train station, they will be able to check in a few seconds by car number whether the carrier is registered in the registry and whether it is operating legally, — Irina Zaripova believes.
At the same time, she notes that passengers practically do not think about the need to check the legality of the driver. Therefore, the appearance of a carrier verification service is an absolute plus, however, how much it will be in demand remains a question, says the chairman of the Public Council for Taxi Development.
— From the point of view of control and supervisory activities, we believe that passengers should not be involved in checking legality.: They should receive a priori a legal and safe taxi service," Irina Zaripova added.
Who will get a lower rating?
Maxim Kadakov, editor-in-chief of Za Rulem magazine, believes that passengers will definitely not be able to verify the legality of a taxi they have called. However, the demand for this service will largely depend on its functionality and principles of operation, he is sure.
— Let's say a passenger, having received information that an illegal carrier had arrived, canceled the order. In this case, who will get a downgrade: the passenger himself, as the initiator of the cancellation of the trip, or is the driver an illegal immigrant? In this case, will any amount be deducted from the person's account for a false call? What if an illegal carrier arrives for the next order, and the person is late for the plane or, for example, goes to a doctor's appointment at a certain time? There are no answers to these questions yet," Maxim Kadakov noted.
