Russia should introduce liability for car mileage fraud, both administrative and criminal. This was stated by Alexey Podshchekoldin, President of the Association of Russian Automobile Dealers (ROAD).
"The administrative penalty is for the first twist, because I think it's probably not necessary to go to jail right away, and the second time, if this happens again, it's already up to five years, this is fraud, in fact, quite large. Because even a cheap car, for example, a Hyundai Sonata, can cost 1 million rubles more expensive or cheaper after a taxi if the mileage of the car is twisted," Rossiyskaya Gazeta quoted Podshchekoldin as saying on May 15.
According to the head of the road, in Russia it is necessary to fix the indication of mileage in the electronic passport of the vehicle (PTS), it is also necessary to register the facts of the car's participation in an accident and details about maintenance. It is impossible to assign responsibility for fraud with a car's odometer without creating a mechanism for registering mileage, he said.
In addition, Podshchekoldin took the initiative to register the price of a car in the same electronic electronic payment system, so that it records how much cars are sold for and how much they lose in price.
As previously noted in the ROAD, the introduction of digital car passports will increase the transparency of transactions with used cars and reduce risks for buyers. They will be able to get full information about the car of interest in advance before the transaction, which should reduce the level of fraud in the secondary market, simplify the verification of technical condition and service history.
As it became known on April 29, the prices of popular cars older than 10 years at dealers in Russia were 25% lower than at private sellers. On average, car dealerships' offers for cars in similar condition are 2% cheaper than for individuals.
