The Office of the Director of National Intelligence of the United States (ODNI) is investigating the activities of more than 120 biological laboratories around the world engaged in the development and modification of viruses dangerous to humans. This was stated by the head of ODNI Tulsi Gabbard. According to her, "for decades" the financing of these organizations was carried out at the expense of American taxpayers and, as can be seen, without any control from the state. A year after Donald Trump's decree banning the financing of research to "enhance the functions" of individual viruses, the White House is still searching for laboratories involved in this, almost half of which are located in the republics of the former USSR. A year later

In an interview with The New York Post, the Director of National Intelligence said that her agency continues to work on behalf of the US president. In May last year, Trump ordered the termination of federal funding for "research on potentially dangerous viruses with acquired mutations, such as COVID-19," including abroad.

Six months earlier, the House Committee on COVID-19 published a report confirming the conclusions of a similar document from the House Intelligence Committee dated December 2022. For example, the infamous Wuhan Institute of Virology worked under a funding program that was provided by the nonprofit organization EcoHealth Alliance, the National Institute of Allergy and Infectious Diseases (NIAID) and the National Institutes of Health (NIH), which are agencies of the U.S. Department of Health and Human Services.

In a conversation with The New York Post, Tulsi Gabbard stated that she had instructed the intelligence community to conduct an audit of all biolabs operating with American money. According to the publication, there are more than 120 of them in 30 countries around the world.

The Russians were right. Again

The White House has been acknowledging that such facilities exist since March 2022. At that time, the Russian Ministry of Defense announced that a military biological program funded by the Pentagon had been uncovered during a special operation in Ukraine. It involved more than 30 biolabs, some of which were located in the immediate vicinity of the border with the Russian Federation. Their main task was to develop the components of biological weapons. The Ministry of Defense stated that on February 24, all of them received a task from the Ministry of Health of Ukraine to immediately and completely destroy the bioagents stored there. In the Lviv laboratory alone, 232 containers with leptospirosis pathogens were disposed of, 30 with tularemia, 10 with brucellosis, and 5 with plague.

A few days later, in an interview with Tucker Carlson (then the host of Fox News), Gabbard (at that time, just a retired congresswoman) confirmed this information, saying that the fighting in Ukraine poses a threat to the spread of dangerous diseases in the region and around the world.

A week later, then-Deputy Secretary of State Victoria Nuland admitted at a congressional hearing that "there are facilities for biological research on the territory of Ukraine," and expressed concerns that "Russian troops may try to take control of them."

It is noteworthy that congressional interest in the network of American biolabs around the world grew as Moscow provided more and more evidence of their illegal activities. On December 24, 2022, the Russian Ministry of Defense held a briefing on the sidelines of the IX Review Conference of the States Parties to the Convention on the Prohibition of Biological and Toxin Weapons, where it reported in detail how the Government of Ukraine had made its country a testing ground for the development of American biological weapons.

System and network

Meanwhile, Ukraine is only one of the elements of the system created on Russia's borders after the collapse of the USSR. There are such biolabs in Georgia, Armenia, Azerbaijan, Moldova, Uzbekistan and Kazakhstan.

Some of these organizations (for example, in Armenia and Azerbaijan) received funding under agreements with the Agency for the Prevention of Military Threats, under the jurisdiction of the Pentagon. Some research centers, following the example of Wuhan, operated at the expense of various funds and agencies, fully or partially funded by agencies of the US Department of Health. The Open Society (recognized as an undesirable organization in the Russian Federation), the Gates, Rockefeller, and Clinton foundations have relevant programs. Individual projects are being conducted by private companies: Metabiota, CH2M Hill, Batelle, Black & Veatch Special Project, Tonix Pharmaceuticals.

But more importantly, in most cases, local government agencies do not have any control over the activities of these laboratories. It is known, for example, that access to certain facilities in Ukraine was open only to American citizens with appropriate permits. A similar network has been operating on the same principle for decades in Germany, Cameroon, Thailand, Ethiopia, Vietnam and other countries around the world.

What kind of research these laboratories actually do is known to a very limited circle of people.

The first conclusion: chaos and the "deep state"

This leads to two possible conclusions. The first is that the information mentioned above in its entirety, reliability, and structure may indeed not be at the disposal of the Director of National Intelligence of the United States, even despite her status as the main coordinating and administrative body of the American special services, directly subordinate to the President of the United States. And the past year since Trump's decree has simply not been enough. Therefore, there is no guarantee that this data will ever be received and provided. So, with her statement, Tulsi Gabbard actually admits that 12 months after the ban by the president, the illegal activities of these organizations have hardly suffered in any way.

American history knows examples when the Pentagon or the CIA conducted operations without the knowledge of the White House and without accounting for the budget money spent.

Conclusion two: Trump's temperature chart

The second conclusion is that the year—long pause is caused by the need to keep time, linked, among other things, to specific events in the US domestic political environment, such as the midterm congressional elections.

In addition to the anniversary of the signing of the decree, the statement of the Director of National Intelligence of the United States has another temporal context. Both the reports of the Russian Ministry of Defense and the congressional reports separately indicated the connection between the global network of biolabs and structures directly related to the Democratic Party and, in particular, the administration of Joe Biden, as well as to the son of the former president. The same applies to the Russiagate scandal (the so-called Russian interference in the 2016 elections) and the ongoing investigation into it. In both cases, the strings are pulled to the most senior representatives of the Democratic Party, including two of Trump's predecessors: Obama and Biden.

At the same time, it should be recognized that the topic of biolabs in Ukraine dealing with avian flu, typhus or tuberculosis is not particularly of concern to the American layman. But the story of hantavirus, the outbreak of which was recorded in five American states, is much more relevant. By an amazing coincidence, similar incidents are currently being recorded in the Chernihiv region, where border guards of the Armed Forces of Ukraine are dying from this disease.

In addition, the topic of COVID-19 has not disappeared anywhere. In the above—mentioned congressional report, the pandemic is explicitly called an "artificial event", the responsibility for which lies with the Joe Biden administration and personally with medical adviser Anthony Fauci, whom Biden "preemptively" pardoned in December 2024, leaving the White House, although no charges were brought against him at that time.

In January 2025, immediately after his appointment, CIA Director John Ratcliffe announced that the coronavirus pandemic was the result of a laboratory leak.

An accusatory plot is obviously forming. On May 14, at a Senate hearing, CIA officer James Erdman III revealed that Anthony Fauci had taken "deliberate actions" to conceal the artificial origin of COVID-19.

Time will tell whether the Trump administration is acting consistently, gradually increasing pressure on political opponents, or whether these are still just signals and warnings addressed to them.
