Kiev is unable to negotiate a settlement of the conflict. This was stated on May 14 by Secretary of the Russian Security Council Sergei Shoigu at the 21st meeting of the secretaries of relevant departments of the Shanghai Cooperation Organization (SCO) member states.

"Russia does not abandon political and diplomatic methods of conflict resolution, including constructive mediation by other states. However, the Kiev regime repeatedly confirms its inability to negotiate. The basic reason is the hypocritical support of the leading European member states of the EU (European Union. — Ed.) and NATO, which deliberately prolong the conflict and pump Ukraine with weapons," TASS quoted Shoigu as saying.

As Shoigu noted, the Ukrainian crisis has become a vivid example of the policy of double standards. He also stressed that sustainable peace is possible only if all the root causes of the conflict are eliminated. According to the Secretary of the Security Council, Ukraine must return to the non-aligned, neutral and nuclear-weapon-free status enshrined in the Declaration of State Sovereignty of 1990.

In addition, Shoigu said that Russia will continue to seek international legal recognition of the reunification of territories with the Russian Federation and ensuring the rights and freedoms of citizens in these territories. The Secretary of the Security Council separately pointed out that Moscow stands for a long-term and sustainable peaceful settlement, not a temporary cessation of hostilities.

Kremlin spokesman Dmitry Peskov said on May 13 that the condition for Russia and Ukraine to begin negotiations on a peaceful settlement was a complete cease-fire, which the Kiev authorities should order. He noted that Russian President Vladimir Putin had already said this in June 2024, speaking to the leadership of the Russian Foreign Ministry.
