An initiative has been sent to the government that may simplify the confirmation of the status of a combat veteran. Now this can be done by presenting only a paper ID or a special plastic card. Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, in his letter to the Cabinet of Ministers proposed giving veterans the opportunity to present their ID in electronic form by creating a QR code in the Gosuslugi application, similar to a driver's license.
The initiative appeared after communicating with veterans of military operations, the parliamentarian told Izvestia. In practice, a certificate for a person is not a formality, but a document that is needed when receiving support measures, benefits, payments, medical, social and other assistance. However, if the physical carrier is lost or damaged, additional household and administrative barriers may arise in front of the veteran.
— If the state already makes it possible to present driver's licenses and other documents electronically, it is logical to extend such a mechanism to the certificate of a combat veteran, — said Alexander Yakubovsky. — We are not talking about canceling a paper ID or a plastic card. This should be an additional, voluntary opportunity — to present the status through "Public Services", for example, in the form of a QR code, so that the organization can immediately check the relevance of information in the state system.
The deputy asked the government to instruct relevant departments to include combat veteran's certificates in the list of documents and information available for electronic presentation, to ensure the technical integration of information and to consolidate the legal status of the QR code.
The ability to present an online ID card will increase the availability of federal, regional and municipal social support measures, reduce the risk of errors, abuse and the use of false copies of documents, the letter says.
— This is the case when digitalization should work not for the sake of reporting, but for a specific person, — said Yakubovsky. — This task does not look difficult from the point of view of implementation: the state already has the necessary digital mechanisms. We just need to extend them to one of the most noteworthy categories of citizens.
The government's press service confirmed receipt of the letter to Izvestia, noting that it would be reviewed on time.
Do I need a digital form?
The introduction of a mobile document for combat veterans is a long—awaited and overdue step, a participant in a special military operation told Izvestia. He explained that many veterans, even those who have received the appropriate status, often return to military service, for example, in their military area. And there, in combat conditions, it is easy to spoil or lose paper.
"Today, when a passport or driver's license can be easily opened in an application, it is logical to transfer the status of a combat veteran to the same plane," he said. — When a soldier returns from his home zone on vacation, he wants to quickly resolve everyday issues in the tax inspectorate and the social service. But he could have lost the document, and restoring it would take time, nerves, and endless visits to departments. The version on Gosuslugi will not disappear anywhere: you can change your phone or lose it, and the information in the system will remain.
In addition to safety, convenience becomes a key factor. Veterans are entitled to a wide range of preferences, from free travel and parking to discounts on theater tickets. It's inconvenient to carry a "crust" with you all the time, but it's easy to forget it at home.
Synchronization of the database with the Social Fund and the Federal Tax Service will allow you to automatically take into account the status when making tax deductions or property benefits. If the agencies establish a direct exchange of information, there will simply be no need to bring inquiries in person.
Digitalization makes the veteran's status "inalienable." Combat veteran, Captain 1st Rank Vasily Dandykin, in an interview with Izvestia, confirmed the relevance of the initiative.
— It is not always practical to keep a paper form or a plastic card with you at all times. I myself have encountered theft of documents, and the subsequent red tape makes it impossible to use state support for the period of paper recovery. The phone is always at hand," he noted.
Despite the obvious advantages, he urged not to abandon traditional media completely. The main risk of the "figure" is a technical vulnerability. A lack of communication, software failures, or a dead battery can leave a person without help at the most inopportune moment.
— As a veteran, I'm used to trusting proven methods. Full digitalization is good when the system works perfectly. But the best way is to use the two formats in parallel. A digital profile is used as an operational tool for everyday tasks. The physical original is a reliable basis and guarantee of protection under any circumstances," Vasily Dandykin believes.
According to Alexander Ternovtsov, head of the legal service of the Committee of Families of Soldiers of the Fatherland, a member of the Civic Chamber of the Russian Federation, the experience of using QR codes and digital certificates for military personnel has already been worked out. In particular, it was possible to issue a certificate through Gosuslugi for obtaining municipal and regional social support measures.
"The document, the validity of which could be verified using a QR code, was sent to the user's personal account," he said. — We need to expand this experience for the convenience of our fighters and their families.
At the same time, the implementation of the idea will require a transition period and close cooperation between the Ministry of Defense and civilian institutions that work in this area, the expert believes.
