Kotyakov announced a plan to review refusals of benefits for large families from May 22

At the end of May 2026, the Social Fund of the Russian Federation will begin a proactive review of refusals to assign a single benefit to large families who had not previously met the conditions due to a small excess of income required to receive benefits. This was announced on May 13 by the head of the Ministry of Labor Anton Kotyakov.

"As for the revision of refusals to assign a single allowance for those (large families. — Ed.), who have an average per capita income exceeding the minimum subsistence level by no more than 10%. Starting on May 22, the Social Fund will begin reviewing refusals in a proactive manner," the minister said at a press conference dedicated to the launch of the first Family Capital of Russia competition, as quoted by TASS.

At the beginning of 2026, on behalf of Russian President Vladimir Putin, a law was passed that will allow large families to maintain a single allowance even with a slight excess of income. Now, if the income per family member is no more than 10% higher than the subsistence level, the payment of 50% of the regional subsistence level is extended for another year.

The Head of State instructed the Ministry of Finance and other agencies to deal with the system that restricts the receipt of benefits and payments.

On May 10, Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, announced that after May 22, the incomes of large families will be recalculated taking into account the new threshold. If, according to the specified conditions, the family meets the criteria, the payment will be assigned proactively. As Butskaya noted, as a result, 231 thousand Russian families will receive this state support.

Vladislav Grib, Deputy Secretary of the Civic Chamber of the Russian Federation, announced on May 8 that families with children should receive lump-sum payments by June 1, International Children's Day. He noted that having many children should become part of Russia's culture and receive comprehensive support. According to him, special attention should be paid to large families.
