The Federal Antimonopoly Service (FAS) of Russia has stated that it is illegal to apply an increasing coefficient for the absence of a water meter to the billing periods that have already passed. The position of the department was supported by the Judicial Board on Economic Disputes of the Supreme Court of the Russian Federation. This was reported on the agency's website on May 12.

The reason for the proceedings was a dispute with the Vodokanal municipal enterprise in the Kaliningrad region. According to the FAS, the organization recalculated the payment for cold water retroactively and charged an increasing coefficient to consumers who did not have metering devices.
