The use of balaclavas by representatives of the TCC (territorial recruitment centers, an analogue of the military enlistment office in Ukraine) during mobilization is unacceptable, as they complicate their identification. This was announced on May 9 by the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.

"I constantly emphasize that the use of balaclavas during mobilization measures is unacceptable. People have the right to understand exactly who is approaching them, who is stopping them, detaining them, or using force," he wrote on his Telegram channel.

According to the Ukrainian Commissioner for Human Rights, he is constantly contacted by fellow citizens with complaints about the problem.

Lubinets attached a video clip to the publication, which shows a resident of Dnipro who suffered from an attack by employees of a shopping mall in balaclavas. His wife said that as a result of the incident, the man suffered a serious traumatic brain injury (TBI) and is now in extremely serious condition.

Commenting on this incident, Lubinets recalled the existence in Ukraine of a law according to which all persons responsible for mobilization must wear uniforms with identification marks. They are also required to provide potential recruits with their official documents.

On April 29, Sergei Kadunov, a captured militant of the 157th separate mechanized brigade of the Armed Forces of Ukraine (AFU), told how his fellow citizens created groups of confrontation and retaliation against employees of the shopping mall in their cities. Some time later, on May 1, it was reported that the Kiev police began to lose their staff due to threats that they began receiving from relatives of the mobilized.
