Purely Moscow-style: new buildings with finishing are coming to an end in the capital
During the year, the number of apartments with full and pre-finishing in the capital's primary real estate market decreased by more than a third, analysts said. Only in 5% of new building projects in old Moscow, buyers have a choice of three possible readiness options — pre-finishing and full finishing, as well as a free layout. What is the reason for this and whether the apartment is so good with a ready renovation — in the material of Izvestia.
What kind of finish is offered
In only 5% of new building projects in old Moscow, buyers of apartments have several options available: pre-finishing, full finishing or free layout, experts from Metrium calculated. In March 2026, there were only 18 out of 337 such projects in the capital's new building market. These are mainly business—class projects, and one of them has business and premium class apartments at the same time. Four premium class projects and four mass-market complexes also have a choice of three options.
Over the past 12 months, the supply of apartments with full and pre-finishing in Moscow has decreased by 33%.
"In most projects (50%) of the market, there is no alternative to apartments without decoration," they said.
Developers are striving to make the purchase of an apartment more accessible to customers, so many companies refuse to complete repairs, said Olga Tumaikina, Commercial Director of FGC Group.
"People buy apartments with different goals and resources," she said. — Some people want to make repairs themselves or with a designer. For others, the crucial factor is the time when it is important to enter the apartment immediately after handing out the keys. An important point remains the possibility to include the cost of finishing in the mortgage payment.

The next possible option is to choose from two options, when in one project the buyer can expect to buy an apartment with several finishing options: white box or full, white box or without finishing, without finishing and full. There are 84 such projects, which is 25% of the total number of new buildings on sale. But residential complexes where you can choose between a full-fledged renovation and a white box are extremely rare: there are only 11 of them (3% of the total number).
And there are 234 projects in the Moscow new building market, or 69% of the total supply, where the buyer has no choice between options. Among them, those where developers offer buyers only apartments without finishing predominate (50% of the total number).
In other million-plus cities, the majority of apartments are sold in a pre—clean format — about 87%, the rest are in rough, said Irina Pashkovskaya, head of the Analysis Center at the federal company Floors.
— At the same time, some developers offer apartment repairs as an additional option. One of the advantages is that its cost can be included in the price of an apartment and everything can be mortgaged," she said. — In the case of preferential programs, this option is attractive to potential buyers, but not always the income level and family mortgage limits are sufficient to purchase an apartment renovated by the developer.
Why developers refuse to repair
Yulia Ivanova, director of the Analytics and Consulting Department at Metrium, believes that an increase in the supply of apartments with finishes in new buildings in Moscow should not be expected in the near future.
"Against the background of the rising cost of building materials and the rising cost of project financing, finishing, which requires significant investments and increases dependence on contractors, is giving way to more flexible formats, and it is increasingly becoming an additional option available at the request of the buyer," she believes.
According to her, the compromise solution is the white box format, which removes the most time-consuming part of the work from the client and at the same time allows the developer to avoid cost increases and risks.
In the segment of luxury new buildings, there is also a decrease in the share of renovated apartments, said Ekaterina Levina, a top broker at Whitewill luxury real estate agency.
"There are several reasons for this," she said. — Large projects with finished finishes have already been partially implemented, so their share in the current exhibition looks more modest. For developers, repairs are more of an additional burden than a source of profit. It increases the project implementation time, complicates quality control and requires significant resources. That is why the finished finish is more often displayed as an option, rather than as a basic offer.
At the same time, the demand for fully finished apartments remains very high, especially in the premium and deluxe segments. Most buyers do not want to live in renovation, but there are also those who have individual wishes for materials, styles and layouts.
"A number of developers have found a solution in which buildings with and without trim are provided in one complex, which allows meeting the demand of any buyer," the expert added. — The finish will not disappear anywhere. Moreover, its share in the high-budget segment will gradually grow.
According to Stanislav Bannikov, Commercial director of Plateau Development, in recent years, premium buyers have been focused on purchasing an apartment without renovation.
"The experience gained in the Moscow market has shown that there is very little quality product in the form of finishing and it is mostly unsuccessful," he added. — Whereas buyers want to be strictly confident in the quality of the product.
At the federal level, it is worth discussing the issue of expanding the limits on preferential programs for large families so that they can easily purchase more spacious housing with renovation in new buildings, says Denis Zhalnin, CEO of the People development company. Then the share of such apartments on the market will grow.
