The State Duma has introduced a draft law on the right of the Ministry of Internal Affairs to approve a list of professions for migrants

The Russian government has submitted to the State Duma (State Duma) a bill providing for the transfer to the Ministry of Internal Affairs of the Russian Federation of part of the powers of the Ministry of Labor in the field of regulating labor migration. This follows from the updated information on the Internet portal of the legislative support system on May 6.

According to the initiative, the Ministry of Internal Affairs is proposed to grant the right to approve a list of professions, specialties and positions for foreign citizens and stateless persons who are qualified specialists. Such employees will be able to obtain a residence permit in Russia without obtaining a temporary residence permit.

In addition, the agency plans to transfer the authority to approve the list of professions for foreign specialists arriving in Russia on a visa and working in their specialty without taking into account quotas for issuing work permits.

The Ministry of Internal Affairs may also have the right to determine cases in which foreigners temporarily staying in the country will be able to work outside the region where they were granted a work permit.

This will help control the flow of labor from abroad, but it may also cause an outflow of foreign personnel, experts believe.

On the same day, the Russian Interior Ministry proposed conducting an experiment on the targeted recruitment of foreign labor in 2027-2030. The initiative provides that employers will be able to hire foreign citizens if they are included in a special register of employers, and the employees themselves — if they are in the register of foreign workers.
