RSA warned about possible problems with registration of accidents in case of Internet failures

In case of problems with Internet access, car owners should have a paper form with them for registration of an accident according to the European protocol. This recommendation was made by the Russian Union of Motor Insurers (RSA) on May 6.

"If the Internet does not work, then the electronic service "Registration of the European protocol online" cannot be used to process documents about an accident. It is always possible to issue an accident notification on a paper form provided by the insurance company, and care must be taken in advance to ensure that each driver has such a form with him," said Andrey Makletsov, Deputy head of the RSA Loss Settlement Methodology Department.

He also advised to always have the contacts of the insurance company at hand in order to promptly inform about an accident and, if necessary, get advice. Makletsov noted that when registering a traffic accident according to the European protocol, an important role is played by photographing accident data. It is performed using a mobile application, and here data exchange over the Internet plays a key role.

The limit for CTP payments when issuing an accident notification without disagreement is 100 thousand rubles without photo fixation and 400 thousand rubles with photo fixation. If there are disagreements, but there is no photo fixing, there will be no payment. And if the pictures are properly taken, then the limit is 200 thousand rubles.

According to the RSA, the number of accident notices issued electronically under the European protocol increased 1.6 times last year (from 42.6 thousand to 68 thousand). In 2025, 337.4 thousand times were used by photofixation.

Representatives of the RSA also advised motorists to carry a paper copy of the CTP policy with them in case of Internet restrictions in order to present it to an employee of the State Traffic Inspectorate.

Russian President Vladimir Putin said on April 23 that Internet disruptions in major cities are related to preventing terrorist threats, and this work is a priority. He stressed that widespread and early informing of people about the limitations of the Internet can damage the operational work of the special services, since criminals, receiving such information, can adjust their plans.
