The State Duma proposed motivating large companies to move offices to small towns

Companies that do not have assets in the regions of Russia, but operate there, must pay a proportional share of taxes in the regions. This proposal was made on May 6 by the Duma faction of the Fair Russia party.

"The first thing we propose is to oblige companies that do not have assets in the regions, but actually work there (for example, retailers, marketplaces, banks, and so on) to pay a proportional portion of taxes in the regions," said Sergei Mironov, leader of the Just Russia party and head of the State Duma faction. in an interview with RIA Novosti.

In addition, it is proposed to motivate large companies to move their head offices to small towns through tax incentives, following the example of special economic zones.

Mironov added that similar measures to support social and leisure infrastructure, including cafes, cinemas, sports complexes and playgrounds, should also be provided in small regions.

On April 24, Russian President Vladimir Putin supported the initiative to postpone the deadline for the payment of budget loan debts by the regions of the Russian Federation from 2026 to a later date. The Head of State called the support of the Russian regions and their budgetary stability a separate task of the authorities and instructed the government, the State Duma and the Federation Council to implement the United Russia initiative in the near future.

On April 29, the Russian Ministry of Finance submitted a draft law for consideration, according to which it is proposed to postpone the repayment period of part of the regions' debt to 2030. Debt refers to the amount of 1/3 of the budget loan, which is not subject to write-off.
