The State Duma proposed to change the rules for admission to the master's degree program, setting requirements in federal educational standards for compliance with the profile of the program and previously obtained higher education, as well as work experience. The corresponding text of the bill has been published in the Duma database.

It follows from the explanatory note that the current provisions of the law on education do not create conditions for taking into account existing qualifications when applying for a master's degree. This leads to the fact that students do not receive fundamental knowledge, and full-fledged professional competencies are not formed.
