In St. Petersburg, at the district reporting and program forum "There is a result!" the United Russia Party (EP) summed up the results of the implementation of its national program in the direction of "Healthy Family". The EP proposed new measures to support families with children, increase access to medicine, and other initiatives.

Dmitry Medvedev, chairman of the party and Deputy Chairman of the Security Council of the Russian Federation, said that family support is a strategic direction and one of the primary national development goals set by Russian President Vladimir Putin.

"We have carried out a large-scale renovation of the primary health care system. <...> About 6.5 thousand paramedic and obstetric centers, polyclinics and outpatient clinics have been built. Almost 8 thousand medical facilities have been repaired. They are equipped with the most modern equipment...> If we talk about modern medical equipment, then more than 40 thousand units were delivered last year alone," he said.

The Deputy Chairman of the Russian Security Council pointed out that most of this updated equipment is domestic, and it is of high quality.

Medvedev recalled that the new EP People's Program should reflect social obligations to help families, and the party has already formed a "framework of support measures" to which new solutions will be added. So, families who have a third child can already receive 450 thousand rubles to repay the mortgage. Medvedev stressed the importance of creating family blocks in student dormitories and securing the status of a "student family."

In addition, the party has achieved the legalization of online sales of over-the-counter medicines and the introduction of telemedicine, as well as legislated annual medical examinations for people over 40, Medvedev said. With the support of the EP, the development of innovative drugs that have no analogues in the world has been launched.

"We have no right to depend on other people's supplies. We need our own medicines and medical equipment," stressed the Deputy Chairman of the Security Council of the Russian Federation.

Deputy Prime Minister Tatyana Golikova added that since 2020, a model of assistance to families has been formed in the country. She cited statistics according to which, since 2019, the number of large families in the country has increased 1.5 times, to 2.9 million people. At the same time, the poverty rate has also decreased by 1.5 times. To improve the indicators, several national projects were launched in Russia last year.

"In 2025, three national projects have been successfully launched, which we will talk about today. These are "Family", "Long and active life", "New technologies for saving health". I want to say right away that the People's Program of the party fully meets the goals and objectives of these national projects, since we formed them together," Golikova said.

The Deputy Prime Minister added that United Russia and the government are working together to develop the healthcare sector. Among the urgent tasks, she named increasing the availability of medical care, the development of high technologies and the prevention of healthy longevity, the expansion of the network of prosthetic and orthopedic enterprises, the establishment of a comprehensive rehabilitation system and the transfer of all specialized institutions to new standards.

Moscow City Duma deputy Andrey Golubev spoke about the results of work to support families in the Moscow region. The region is among the top 5 in terms of the number of these measures. As the parliamentarian emphasized, the programs are working effectively.

"Today we have more than 118 thousand large families [in the region]. Their number has increased by almost 40% in the last three years alone. Today, every fifth child in the region grows up in a large family. All this work is carried out within the framework of the People's Program of the United Russia Party, which prioritizes the protection of family and childhood," he said.

According to Golubev, in five years, the financing of social support in the Moscow region has grown from 13 to 53 billion rubles. Support for large families in the Moscow region is built in a comprehensive manner: from compensation for 50% of housing and communal services costs, free travel, visits to museums and exhibitions to the right to free parking and provision of land or monetary compensation.

Since 2025, at the birth of the third child, a young family in the Moscow region receives 300 thousand rubles, which can be used for any purpose — housing, education, health. The annual payment for school uniforms for each student in a large family ranges from 3 to 10 thousand rubles, and more than 160 thousand families receive this support on the eve of the school year. Since 2026, families raising four or more children have been entitled to compensation for 50% of the cost of tuition at public colleges in the Moscow region in priority specialties, the Moscow City Duma deputy concluded.

Members of the United Russia party proposed introducing new measures to support families with children at a meeting of the report and program forum "There is a result!" on May 1. The party has proposed the creation of birth preparation centers where expectant parents will learn about pregnancy, childbirth and existing benefits. In addition, the EP has initiated state support in the form of in-kind assistance, ranging from food packages to school uniforms. And in regions with low fertility, she suggested developing additional measures for the birth of second, third and subsequent children, in particular, the allocation of land plots.
