Slutsky proposed to change the terms of housing certificates for new citizens
Former foreign citizens should be eligible for housing certificates no earlier than 10 years after acquiring citizenship of the Russian Federation. This was announced on May 3 by LDPR leader Leonid Slutsky.
"The Liberal Democratic Party insists that the state certificate for housing should be issued exclusively to those former migrants who acquired citizenship at least 10 years ago," Slutsky told TASS.
According to him, the party supports this approach and believes that access to social benefits should depend on a person's contribution to the country's economy and compliance with legislation. He noted that first a former migrant should participate in the economic life of the state and only after that, on an equal footing with the indigenous people, apply for various preferences, including child benefits.
Slutsky also said that the Liberal Democratic Party proposes to increase the period of residence in Russia to obtain citizenship to 10 years and introduce mandatory annual medical examinations for candidates to eliminate the risk of spreading dangerous diseases. In his opinion, such measures will reduce the burden on the social system and ensure priority support for Russian citizens.
On February 7, the Russian government announced that in 2026, more than 10 billion rubles from the federal budget will be allocated to provide housing certificates to citizens.
It is noted that the certificates will allow citizens to purchase housing in settlements with developed social infrastructure or improve living conditions at their place of residence. The funds are intended for the implementation of housing support programs for the population.
