More action, fewer words: Putin has set tasks for the new leadership of Dagestan
Sergey Melikov is retiring as the head of Dagestan and moving to another job. Vladimir Putin announced this at a meeting with representatives of the region in the Kremlin on April 30. The president has nothing against his nomination to the post of head of the regional government. At the same time, the president stressed that he would closely monitor the work of the new leadership of Dagestan. He also instructed the future leadership and the assembled deputies to actively involve veterans of their military in all government bodies, and Dagestanis in the special operation zone show themselves at their best, both ordinary and in the highest command positions.
Political analysts called the leadership change an expected step. Sergey Melikov was in the red zone in the ranking of political stability of governors: the reason for this was intra—elite conflicts and difficulties with manageability, said Evgeny Minchenko, head of the Minchenko Consulting communications holding.
— The overall situation there is quite complicated. Nevertheless, he is a respected man who belongs to a serious elite group. I think he will have a normal job. The head of Dagestan is elected by deputies of the National Assembly of the Republic from among the candidates submitted by the President. The Chairman of the Government of Dagestan is appointed by the head of the republic with the consent of the National Assembly.
What did Putin draw the attention of the future leadership to?
The administration of the head of the republic promptly clarified Melikov's status after Vladimir Putin's words: the current head will continue to perform his duties until the relevant presidential decree is issued. The President again set the task to help those flood victims in Dagestan who did not have their housing rights issued as soon as possible. "There should be less bureaucracy, and more specific cases," he recalled.

I will definitely tell [Russian Emergencies Minister Alexander] Kurenkov and other members of the government to propose their solution. And you formulate how you see it. Heavy rainfall hit the North Caucasus at the end of March — it led to large-scale natural disasters, Dagestan was particularly badly affected. Massive flooding, power outages, rockfalls and mudslides occurred in the republics, roads and bridges were damaged. More than 11 thousand people were evacuated from the affected houses. The disaster has already claimed the lives of six people, including two children, and in total the emergency zone has covered up to 1.5 million residents of Dagestan. On behalf of the president, a government commission has been established to eliminate the consequences of floods under the leadership of the head of the Russian Ministry of Emergency Situations, Alexander Kurenkov, who introduced a federal emergency regime in the region.
