When the metal detector is triggered, participants are required to hand over prohibited items on their own, and physical inspection without legal grounds is completely prohibited. On April 30, Alexander Khaminsky, a lawyer and head of the Law Enforcement Center in Moscow and the Moscow Region, told Izvestia about the rights and obligations of schoolchildren and their parents.

"Parents and other legal representatives have the right to defend the rights of the child, to appeal violations of the procedure in an administrative or judicial manner," he added.

According to the expert, the admission procedure for exams has changed in 2026. When the metal detector is triggered, the participant is asked to hand over the item to the storage room on their own or hand it over to an accompanying person. In case of refusal, an act of non-admission to the exam is drawn up. The expert stressed that the new rules exclude physical inspection without legitimate grounds.

"Physical searches without legitimate grounds are now prohibited, which is consistent with the principles of protecting dignity and privacy. At the same time, the right to participate in the exam remains subject to the established procedure," Khaminsky concluded.

On the same day, Rosobrnadzor imposed a ban on the inspection of participants in the unified State exam (USE) in 2026. Inspection of exam participants is now prohibited: organizers and security personnel are not allowed to touch examinees and their personal belongings.
