The Civic Chamber of the Russian Federation has supported a project to create a unified register of pets. On April 30, Evgeny Masharov, a member of the CC RF commission for the public examination of draft laws and other regulations, pointed this out.

"I think this is a good initiative, because many stray animals have either been lost or thrown away by negligent owners in the past, so keeping a list will help reduce the number of stray pets," Masharov said in an interview with RIA Novosti.

The expert believes that the introduction of this registry will not become an excessive burden on owners, as the unified registry will increase the level of responsibility of pet owners, as well as help speed up the search for the owner of the "lost".

"A responsible owner always takes care of his pet, so he will take this initiative appropriately. And for future negligent owners, this will be a reason to think about whether to get a pet," concluded Masharov.​

On April 28, the Legislative Assembly of St. Petersburg proposed to the deputies of the State Duma to consider a bill on mandatory labeling of pets, as well as on the introduction of a single list of pets. It is proposed to amend the law "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", which could oblige pet owners to register and label their pets.
