A draft law has been submitted for public discussion, which establishes common principles for the formation of the transport system in the country. It provides for an integrated approach to the operation and development of various modes of transport. According to the same rules

The Ministry of Transport of the Russian Federation has prepared a draft law "On Transport Policy in the Russian Federation". The document is published on the federal portal of draft regulatory legal acts. It defines the key principles of the formation and development of the unified transport system of Russia. At the same time, the proposed bill does not repeal, but supplements the existing regulations in a particular field of transport.

"The provisions of this Federal Law do not apply to relations regulated by transport codes and charters, unless otherwise established by this Federal Law," the text of the document says.

As part of the Transport Strategy of the Russian Federation, the bill provides for the creation of a single backbone transport network in the country. It includes backbone networks of highways, airports and airfields, inland waterways, railways and seaports. It is planned to allocate separate specialized zones, routes and corridors on this network "for testing and trial operation of innovative vehicles and technologies." This includes autonomous and unmanned transport: it is planned to "increase the length of dedicated infrastructure", as well as "use remote identification technologies".

The document also provides for the development of transport logistics. It is planned to supplement the federal GosLog system with the Russian Transport GIS platform. It is planned to connect regional and municipal logistics systems to it. This will create a unified information space for the transport industry.

A separate section of the draft law is devoted to transport safety issues. It is proposed to introduce mandatory monitoring and notification of emergency situations at transport infrastructure facilities using the ERA‑GLONASS system.

Different industries have different laws

The current legislation does not provide for uniform regulation of the country's transport system as a whole, the authors of the bill note. The existing regulations regulate only certain types of transportation and modes of transport. This reduces the effectiveness of public administration and prevents the coordinated development of different modes of transport and their integration into a single transport system.

"In the absence of a federal law, legal regulation remains fragmented, the effectiveness of using budget funds for transport development decreases, and risks arise of uncoordinated actions by federal and regional executive authorities, which may lead to suboptimal development of the backbone transport network and reduced transport connectivity of territories," the accompanying documents to the draft law say.

The draft law "On Transport Policy in the Russian Federation" lays the foundation for transport law with a clear delineation of powers between federal government agencies and the definition of the competencies of the authorities of the subjects, according to the Ministry of Transport of Russia.

— This will make it possible to form a unified management system in the field of transport and make effective decisions for its development. Ensuring equal access to transport infrastructure and security for all citizens is a priority. The draft law is an important step towards creating a modern, safe and affordable transport system. It will ensure transparency in the management of the industry, accelerate the introduction of digital technologies and help implement strategic objectives for the development of the transport complex," the ministry's press service emphasizes.

Forgot about private traders

The bill has been developed for a long time and has been repeatedly discussed in the Public Chamber of Russia, its member, chairman of the All-Russian Society of Motorists Valery Soldunov told Izvestia. Many comments and suggestions of public figures were taken into account in it, he added.

The draft law proposed by the Ministry of Transport is a framework document that should become a single legal basis for the functioning of the entire transport infrastructure of the country, said Anton Shaparin, Vice President of the National Automobile Union (NAS). Currently, various modes of transport operate and develop within their own legal framework, often without common interaction, he noted.

— This is an extremely important document designed to ensure the development of one type of transport in conjunction with another. A simple example: the reconstruction of an airport or train station will be impossible without appropriate modernization of the road infrastructure, expansion of nearby short— and long-term parking areas, the introduction of additional public transport routes or an increase in the frequency of flights on existing ones, he believes.

However, there is a significant flaw in the proposed document, the NAS Vice President believes. There is not a single mention of private transport of citizens in the bill.

— According to statistics, about 50 million cars in our country are privately owned. Moreover, these are not only passenger cars, but also a significant part of trucks, providing a significant volume of cargo transportation. Personal transport is a huge part of the entire transport industry in the country, which it would be logical to separate into a separate mode of transport. However, unfortunately, there is not a word about him in the document. Private cars and a huge army of car owners, their interests, in fact, remain outside the legal field. As a result, for example, the extremely important issues of interception, street and house parking actually remain outside the scope of state policy in the field of transport, Anton Shaparin told Izvestia.

Mikhail Blinkin, a researcher at the Institute of Transport Economics and Transport Policy at the National Research University Higher School of Economics, shares a similar point of view. In his opinion, the proposed bill "needs serious revision."
